HPPSC Himachal Administrative Servce Combined Competitive Examination  (HPAS – 2012)Applications are invited on the web based Interface for applying online from the eligible and desirous citizens of India, for admission to the Preliminary Examination of Himachal Administrative Service Combined Examination 2012  for the following posts :

Himachal Pradesh Administrative Services, Class-I (Gazetted) (HAS) : 09 posts  in the pay scale of 

Rs.15600-39100 + 5400 (Grade Pay)

Himachal Police Service, Class-I (Gazetted) (HPS) : 04 posts  in the pay scale of Rs. 15600-39100 + 5400 (Grade Pay).

Age : 21-35 years

Application Fee : Application on the specimen form duly completed should be accompanied by examination fee of Rs. 250/- (Rs.63/- for candidates belonging to SC, ST and OBC categories of Himachal Pradesh only), through a challan by cash in the branches of Punjab National Bank.
How to Apply :  Apply Online at HPPSC Candidates are required to apply only through Online mode by using No other mode for submission of applications is allowed.

The candidates must ensure their eligibility in respect of Category, Age and Essential Qualification(s) etc. as mentioned in the advertisement to avoid rejection at later stage.

The candidates should exercise due care while entering their Mobile Numbers and EMailIDs in the Online Application Form for immediate intimation with regard to their
application.

The online Applications can be filled up to 04/02/ 2013 till 11.59 PM afterwhich the link will be disabled.

General Instructions:

1. Onus of proving that candidate is qualified shall be on the candidate. In case no date ofnotification/declaration of final result is mentioned in any certificate the date of issue of certificate shall be deemed date of obtaining Essential Qualification Incomplete,defectively filled up,
2. Categories like General/ SC/ST/OBC/ Persons with disabilities /Ex-Servicemen/WFF once claimed in the application forms will not be substituted/changed later on.
3. No individual letters will be sent to the candidates regarding rejection of their applications. The details of rejection will be available only on official website of the Commission.
4. The candidate(s) should upload their correct Mobile number and e-mail address on the box provided in the online application.
5. The decision of the Commission as to the eligibility or otherwise of a candidates for admission to interview or selection will be final and no correspondence / personal enquiries will be entertained.
6. The SC/ST/OBC Candidates must be on parental basis.
7. The applicant shall upload his/her latest photograph in the space provided in the application form. In case, photograph uploaded on the application of Preliminary examination is found different
8. Generally Wards of Ex-serviceman erroneously mention and encode the code of Ex-servicemen of H.P. in the relevant Column of the Online application forms. It is made clear that there is no reservation for the Wards of Ex-servicemen of H.P.in these services.
9. The candidates applying for the examination should ensure that they fulfill all the eligibility conditions for admission to the examination. Their admission at all the stages of examination for which they are admitted by the Commission viz.
10. A candidate who is or has been declared by the Commission to be guilty of:
Obtaining support for his/her candidature by the following means,namely:- offering illegal gratification to,  applying pressure on,  blackmailing, threatening to blackmail any person connected with the conduct of the examination,  impersonating, procuring impersonation by any person, submitting fabricated documents or documents which have be entampered with,
11. The Centres of holding the Preliminary examination are liable to be changed at the discretion of the Commission. While every effort will be made to allot the candidates to the centre of their choice for examination, the Commission may, at their discretion,allot a different centre to a candidate when circumstances so warrant.
12. The candidates who are declared qualified in the (Preliminary) examination shallbe required to apply for (Main) written examination separately on the prescribed application form available on the website of the Commission.
13. The eligibility conditions of the candidates called for viva-voce test will also be determined on the day of interview on the basis of their original documents and rejection, if any, at that stage.
14. The allocation of examination centres for (Preliminary) examination will be made according to the option exercised by the candidates in the online application form. Nocandidate will be allowed to change the centre of examination once claimed in the online application.
15. If any candidate appears in the HPAS (Preliminary) examination on the centre other than the allotted centre, his / her candidature will be rejected straightway and no correspondence will be entertained in the matter.

About the organization:

Himachal Pradesh attained statehood on 25th January, 1971. Prior to this date, the function of Public Service Commission in respect of the civil services and posts in connection with the affairs of the Union Territory of Himachal Pradesh were being discharged by the Union Public Service Commission under Article 315 of  the Constitution of India. It was, therefore, incumbent on the State to have its own Public Service Commission. However, since a State Public Service Commission could be constituted simultaneously with the attainment of Statehood, the Union Public Service Commission, on a request from the Governor of the State of Himachal Pradesh with the approval of the President of India, agreed to serve the needs of Himachal Pradesh till the establishment of a Public Service Commission for the State or for a period of three months from 25th January, 1971 whichever was earlier. The Himachal Pradesh Public Service Commission (Members) Regulations, 1971 were notified by the Governor of Himachal Pradesh on 8th April, 1971 by virtue of the power vesting in him under Article 318 of  the Constitution of India.
